Information Regarding Re-organization (Formation, Termination, Separation, Transfer, Merger, Change in Status, or Renaming) of
Units:
The Standing Rules of the Senate address review of re-organization proposals. The
Senate Educational Policy Committee (EPC) conducts review of re-organization proposals on behalf of the Senate. Therefore, sponsors of such proposals
(or their designee) should contact the EPC Chair at the appropriate time to ensure a smooth and efficient review process.
The typical path for review of re-organization proposals includes reviews at the levels of the departments and colleges involved as well as review by the Provost's
Office. If appropriate, the Provost's Office forwards re-organization proposals to the Senate Educational Policy Committee for review and approval by the Senate.
It is important that sponsors of re-organization proposals consult with the appropriate college and campus officials in advance of formally submitting their
proposal.
Faculty of the affected units will need to vote on re-organization proposals. Voting shall be as provided in the bylaws of each unit. The vote shall be reported to
the Senate Committee on Educational Policy in advance of its review of the proposal. It is noted that such votes are advisory and do not necessarily
determine the outcome of the proposal review.
Rule 13 of the Senate Standing Rules requires that a public hearing be held as part of the
proposal review. It is noted that a public hearing is NOT required for Renaming an existing unit. The following tasks will need to be carried out by the proposal sponsor (or their designee) in consultation with the EPC Chair:
- Select a day and time for holding the hearing,
- Make arrangements for a venue for the event,
- Arrange for someone to prepare minutes of the hearing,
- Widely publicize the hearing as follows,
- Mass email to members of the units (including colleges) involved,
- Announcements at the units’ web sites and faculty meetings,
- Notices in buildings in which faculty and students of the affected units frequent (Download announcement file,)
- Place adds in the Daily Illinis for at least the day before and the day of the hearing.
The public hearing should not be publicized until after EPC has had at least one discussion on the proposal. Chair of EPC will inform the proposal
sponsor when this can be done. The hearing should be publicized for one month in advance of the event.
